Russell Taylor

My name is Russell Taylor and I have completed a PhD on Development Studies at the University of Canterbury in Christchurch, New Zealand. Since beginning university I have primarily studied the biological sciences and ecology specifically. My Master of Science research focused on identifying the factors that influence community structure and food webs. After completing this degree I taught a number of university undergraduate environmental sciences papers and supervised first and second year laboratory courses in ecology, evolution, form and function and invertebrate physiology. In 2005 I participated in sailing trip in the Kingdom of Tonga where I saw issues that I felt a need to participate in. As a result of what I found in Tonga I founded  EcoCARE Pacific Trust (a New Zealand registered charitable trust) that participates in aid and development programmes for under-developed nations. EcoCAREs programmes target health, education and environmental issues and we utilize Information Communications Technologies and expertise to build capacity in communities and nations. I apply basic ecological principles to development which suggest that organisms exist in their environment if they are able to identify and sustainably utilize their available resources.

Over time I have generated my own development philosophy and in 2010 I began doctoral research on development policy and funding. My development philosophy is called Enpovigo, a word borrowed from Esperanto which translates as meaning empowerment. I have been responsible for projects as diverse as: establishing a national high school science competition in 2007 in Tonga that runs each year since its inception, funded research into invasive mosquitoes and mosquito borne disease, established solar photo-voltaic power generation systems into schools and hospitals, utilization of high data transfer, low frequency, line of site wireless communications systems for audio/video communications into schools and hospitals, establishing scholarship programmes for students to study environmental sciences and renewable energies at university and so on.
My involvement with LT&C results from the synergy that I see between my focus on environmental issues and development and LT&Cs policy of linking tourism with conservation. LT&C suggests that well managed and maintained tourism can effectively participate in conservation and the establishments of parks, reserves and marine protected areas can only be a good thing for the environment and for those associated with them.
